The Company was incorporated in 1967 to produce wheat flour and associated products. Construction works were delayed by the outbreak of the civil war, hence the mill could not be commissioned until 1974.

Since then the Company has been consistently producing high quality wheat flour (Golden Penny Flour), semolina (Golden Penny Semovita) and offals. Over those years, the Company has made significant contribution to the growth of the economy of the Cross River State in particular and the national economy at large.

Today, Niger Mills Company Limited (or 'Flour Mills' as it is commonly known in Calabar) has grown to become one of the most outstanding companies in the state.

Until March 2002, half of the equity interest in the company was held by the Cross River State Government. The other half was held by individual's and corporate investors. In that year, in pursuance of its privatization program, the state Government sold its shares to Flour Mills of Nigeria Plc, which had acted as Manager of the company since inception. Presently, Flour Mills of Nigeria Plc owns 86% of the Company.

Recently, an ambitious expansion program has been kick-started. At the end thereof, the Company is expected to expand its capacity from 250MT per day to 750MT/per day to fully meet the growing demand of its local market.
